INVITATION TO TENDER – PROJECT MANAGEMENT SUPPORT
CONTEXT
The Golf Foundation provides young people with a fun & inclusive introduction to golf, the opportunity to play regularly and develop lifelong skills. We deliver adapted programmes in schools, community groups and golf clubs across Great Britain and Ireland, introducing young people to golf in their own environment and helping clubs to welcome them into a sport for life. Our headline initiative in schools, Unleash Your Drive, which teaches mental toughness skills through golf is driven by our inspirational President, Nick Dougherty, and our popular junior beginners competition, GolfSixes League is now played in over 650 golf clubs.
As we approach our 75th anniversary as a registered charity, our respected Board of Trustees has taken the decision to release a large proportion of its reserves to deliver an exciting new 3-year vision and demonstrate maximum impact for young people across Great Britain and Ireland, working with a range of national and local partners.
We are looking for an experienced project management consultant to plan and translate our vision into a detailed project plan ready for delivery. Time is of the essence and we would like the successful candidate to begin in early July, taking the project to a full delivery stage by December 2026.
PROJECT REQUIREMENTS AND OUTCOMES
Produce a detailed project plan including:
o Clearly defined budgets
o Roles and responsibilities for the Golf Foundation and its partners
o Produce a project risk register, including advice on mitigation measures
o Develop a reporting framework for the duration of the project
o Work with the Home Nations to coordinate separate national initiatives as part of the overall vision
o Formalise agreements between the Golf Foundation and national partners. Coordinate and manage the project steering group
o Oversee delivery of the project plan during its early stages
o Adoption and application of AI platforms across the organisation
o Report to the CEO.
MILESTONES AND DEADLINES
5th June 2026 - Request for Proposals published
19th June - Submission deadline for Proposals
22nd – 24th June - Interviews
26th June - Successful supplier selected & advised
29th June - Project start
CONSULTANT PROFILE AND SKILLS
To accomplish the scope requested, the following is desirable:
Understanding of the charity sector and the role sport plays in achieving social outcomes.
Strong project planning and mobilisation skills
Experience of using AI platforms such as Co-pilot and Claude to support both project development and application across the organisation
Proven experience leading complex, multi-stakeholder projects
Ability to develop practical delivery plans, timelines and workstreams
Stakeholder engagement and partnership management, ideally experience of working with a range of national governing bodies across Great Britain and Ireland.
Experience translating strategic aims into actionable delivery plans
Ability to work at pace and manage competing priorities
Excellent communication and influencing skills
Understanding of safeguarding / youth-focused delivery environments
BUDGET
We expect the fee for this service to be in the region of £12,000 including VAT. Quotes submitted must be inclusive of all costs, including expenses. This fee can be paid in instalments. We can consider a percentage to be paid in advance but would reserve the right to make final payments until after the contractual agreements have been fulfilled.
The spending of the budget will be the sole responsibility of the provider. If outcomes of this agreement have only been partially met, the Golf Foundation reserves the right to hold payment of any unfilled outcomes in the agreement. The total cost of delivering these outcomes should be invoiced to the Golf Foundation and this will be directly paid to the bank account of the provider from the Golf Foundation.

Please submit your proposal by no later than 5pm on Friday 19th June 2026. All submissions must be no more than two-pages of A4 or equivalent (excluding branding, cover pages, etc) submitted as PDF, Word, PowerPoint or other relevant formats. Any evidence of previous or similar work can be submitted separately. Large files (more than 10MB) should be shared via WeTransfer or similar platforms.
In your submission please include:
• Background & relevant experience, including examples studies of similar work – confirmation must be provided as to which individuals will be responsible for successful delivery.
• Planned approach – outline of how the tenderer aims to achieve the outcomes as set out in this document.
• Budget breakdown including all relevant costs.
• References - the proposal should include two references of individuals who can speak to their experience with the consultant in conducting projects of similar scope. Information regarding each referee should include the individual’s name, address, telephone number and email address.
